Which way do I put the spacer on my intake manifold?

You position the 4 holes or 2 holes depending on the spacer, to the carburetor and the open side to the manifold for most spacers.

Which height spacer do I need?

It depends on where you want your power. The shorter the spacer, the more bottom end torque and less top end power. The taller the spacer the more top end power and less bottom end power.

What are the tapped holes for?
